The International Ship and Port Facility Security (ISPS) Code is an amendment to the International Convention of Safety of Life at Sea (SOLAS on minimum security arrangements required for ships, ports and government agencies, which came into force in 2004.
The ISPS Code prescribes responsibilities to governments, shipping companies, ship’s personnel, and port/facility staff to “detect security threats and take preventative measures against security incidents affecting ships or port facilities used in international trade.”
